Abstract
The power system operating plan to secure stable operation performance is required due to the increase in the penetration of RES and changes in the generation composition. For doing that, an operation measure has emerged by using various resources that can secure the frequency stability of the power system. However, it will be necessary to quantify the response performance of each resource to enable the penetration of the targeted RES in the power system while meeting the required frequency performance. Therefore, this paper proposes a method to analyze and quantify the frequency response performance of a resource by deriving a condition to satisfy the frequency criteria and increase the penetration of the RES. In addition, the effectiveness of the proposed quantification method is verified by comparing the estimation results from the performance evaluation with the frequency response performance derived from the simulation.
