Abstract
To en sure the peace ful use of nuclear en ergy, nu clear safe guards are ap plied in mem ber states of the In ter na tional Atomic En ergy Agency the Non-Pro lif er ation Treaty. The two main goals of nuclear safeguards are effectiveness and efficiency. The International Atomic Energy Agency has a great in ter est in using a contain ment and sur veil lance tech nol ogy to main tain continuity of knowledge. A representative means of a containment and surveillance technology is a sealing sys tem to alert the user to tam per ing. The ex ist ing seal ing sys tems used by the In ter na tional Atomic En ergy Agency are of limited util ity for real-time ver ifi ca tion pur poses. To ad dress this limita tion, the pres ent study an alyzed the design re quire ments of a seal ing sys-tem proposed by various institutions including the International Atomic Energy Agency, the U.S. Nuclear Regulatory Commission, a number of national laboratories, and companies. Then, we iden ti fied the ap pro pri ate de sign re quire ments of this sys tem for real-time ver ifi ca-tion. The next step is to de velop a real-time ver ifi ca tion seal ing sys tem based on the design re-quire ments iden ti fied and dis cussed herein. Such a sys tem is ex pected to sig nif icantly en hance the ef fi ciency of nuclear safe guards.
